Resignations of Sarah Palin, David Chaney, Mark Sullivan, Janet Napolitano, Charles Edwards, and Dave Parker Tell the Real Story

As I reflect on the past two years of scandal relating to the Secret Service, and the allegations against Todd Palin and David Chaney by Shailey Tripp, it seems that there are many reasons to believe the story of Shailey Tripp. However the most compelling is the number of resignations of key people; the time they served before their resignations; the timing of the submission of their resignations; and the total lack of any real reason given for the timing of their resignations. Consider these facts:

1. Sarah Palin
Sarah resigned in the Summer of ’09. There has been no legitimate explanation for the timing of her resignation. However if David Chaney had utilized the services of Shailey Tripp in the fall of 08 as a result of Todd Palin’s introduction of Tripp to Chaney then the timing of Palin’s resignation would be consistent with a move to prevent anyone from discovering this information.

After all it wan’t until January of 2011 that the National Enquirer broke the story. However less than one year after Palin’s resignation. 2. David Chaney
The Secret Service scandal related to using prostitutes in Colombia was reported as early as Tuesday April 17,2012. David Chaney was one of the supervisors involved in the use of prostitutes in Colombia. He as also the agent assigned to guard Sarah Palin during the 2008 campaign.

At least by April 19th, it was reported that David Chaney had resigned. In another article it was reported that the Secret Service announced that three men on assignment in Colombia had been dismissed. Mr. Berger the attorney for Chaney, refused to answer questions about his client’s employment status.

Chaney had worked “nearly two decades” before he resigned.

Chaney is the one who posted several pictures of Sarah Palin on his Facebook page.

“In one picture, he is wearing a dark suit and sunglasses, standing near a black vehicle behind Palin as she approaches a crowd. In the comments section next to the photo, a friend remarked that Chaney appeared to be “lurking in the shadows” behind Palin.
Another kidded that there seemed to be “real chemistry” between the two.
Chaney posted: “I was really checking her out, if you know what i mean?”
Another friend asked if one of the buttons on Palin’s lapel was emblazoned with Chaney’s face.
“well if it was could you blame her, anything to satisfy a stalker,” Chaney wrote in his reply.”

3. Mark Sullivan
Mark Sullivan was the Director of the Secret Service for 7 years before his reisnation in February of 2013. His resignation came just 8 months after his testimony the end of May of 2012. Mr. Sullivan had worked at the Secret Service for 30 years before his resignation.

4. Janet Napolitano was the head of Homeland Security and the boss of Mark Sullivan. She announced her resignation just 4 months after Sullivan’s, in Julyof 2013. She had been with Homeland Security 4 years.

5. Charles Edwards was serving as the acting director of the inspector general’s office at Homeland Security where he was responsible to identify, deter, and address any fraud, abuse, mismanagement, and waste of taxpayer funds by Homeland Security.
It was determined before the resignation of Mr. Edwards that he altered and delayed investigations at the request of senior administration officials, compromising his independent role as an inspector general.

A year-long bipartisan investigation by a Senate Committee determined that Edwards “improperly relied on the advice of top political advisers to then-Homeland Security Secretary Janet Napolitano and acquiesced to their suggestions about the wording and timing of three separate reports.”

The office of Charles Edwards “declined to provide any related e-mails or correspondence” regarding his investigation of the Colombia matter.
“The Senate investigation found that Edwards placed on administrative leave three people who questioned the Secret Service report deletions, including the office’s general counsel, who was on paid leave for eight months before getting another job. The federal office that reviews whistleblower complaints sided with the counsel’s argument that Edwards was retaliating against him for complaints the counsel made about Edwards’s conduct.”
“Federal law requires inspectors general to remain independent of the agencies they oversee and to seek legal advice only from their own counsel or another IG’s counsel. Edwards told Senate investigators he didn’t trust his staff counsel.
The Senate report said Edwards conferred regularly with both Sandweg andNoah Kroloff, Napolitano’s chief of staff, at the same time he was allegedly pushing to delete embarrassing information from the Secret Service report. Kroloff has close ties to Mark Sullivan, the Secret Service director at the time of the inquiry, and left the department to co-found a private consulting company with him.”

Here is the “Excutive Summary” issued on April 24, 2014:

“I. EXECUTIVE SUMMARY
After receiving numerous whistleblower allegations of misconduct by the Acting
Inspector General and Deputy Inspector General of the Department of Homeland Security
(DHS), Charles Edwards, in early 2013, the Senate Subcommittee on Financial and Contracting
Oversight staff initiated an investigation into these allegations in June 2013. As requested by
Subcommittee Chairman Claire McCaskill and Subcommittee Ranking Member Ron Johnson,
this staff report summarizes the findings of the Subcommittee’s investigation.
The Subcommittee investigated allegations that Mr. Edwards failed to uphold the
independence of the DHS Office of Inspector General (OIG). The Subcommittee found that Mr.
Edwards jeopardized the independence of the OIG. The Subcommittee reached this conclusion
after considering related findings. These include Mr. Edwards’ inadequate understanding of the
importance of OIG independence and his frequent communications and personal friendships with
senior DHS officials. Mr. Edwards did not obtain independent legal advice and directed reports
to be altered or delayed to accommodate senior DHS officials. Mr. Edwards also did not recuse
himself from audits and inspections that had a conflict of interest related to his wife’s
employment.
The Subcommittee investigated allegations that Mr. Edwards abused OIG resources. The
Subcommittee found that Mr. Edwards asked and received assistance from an employee who
worked on his Ph.D. dissertation. Due to insufficient evidence the Subcommittee could not
conclude whether Mr. Edwards abused agency resources with respect to his outside employment,
his pursuit of a permanent Inspector General position, and his Florida travel. The Subcommittee
found that Mr. Edwards’ use of a government vehicle appeared to comply with DHS rules and
did not substantiate that Mr. Edwards improperly requested an international Blackberry for Ms.
Edwards or that calls between Mr. and Ms. Edwards while she teleworked from India were
inappropriate. The Subcommittee found that Mr. Edwards did not violate anti-nepotism laws
with respect to Ms. Edwards’ employment.
The Subcommittee investigated other allegations that Mr. Edwards improperly concealed
or destroyed records, improperly favored certain employees and retaliated against those who
brought attention to his misconduct. The Subcommittee did not substantiate these allegations,
although as it related to administrative leave the Subcommittee found that there was an
appearance that at least some decisions were retaliatory. However, the Subcommittee did find
that there was a widespread belief that Mr. Edwards engaged in those actions and that belief
contributed to an office environment characterized by low morale, fear, and general
dissatisfaction with Mr. Edwards’ leadership.
On December 16, three days prior to the Subcommittee’s planned hearing on its
investigation into the allegations against Mr. Edwards, Mr. Edwards resigned from his position at
the OIG and requested and received a transfer to the Office of Science and Technology at DHS.

Edwards resigned on December 17, 2013, two days before he was scheduled to testify in Congress (Thursday). Because he resigned, he did not testify. Edwards resigned only his position as Inspector General, but still works for the DHS, in the science and technology department.
Edwards had worked as the Inspector General almost three years, since February of 2011.

6. Dave Parker was the officer with the Anchorage Police Department who was responsible for issuing the false and misleading “press release” to the National Enquirer which he refused to retract or modify. That happened in February of 2011. The next year Parker, an officer of 18 years announced his resignation the end of December of 2012. Within two months Parker was assigned by Sean Parnell, the person who became Governor when Palin resigned, to assist in the selection of judges, in concert with the wife of Joe Miller.

If you knew nothing about the allegations that Todd Palin was the pimp for Shailey Tripp, and that as such he introduced her to David Chaney while on assignment to guard Sarah during the 2008 campaign, the number and timing of these resignations seems too hard to ignore.

Timing is everything!
