Due to the interest in the Department of Homeland Security, Office of Inspector General, I had reason to locate the Report of January of 2013, relating to the investigation of Colombia Prostitution Scandal. That report was of particular interest as a comparison to the investigation into the allegations of Shailey Tripp regarding her introduction by Todd Palin to David Chaney for the purposes of providing sexual services. Of course the only thing I knew before this investigation was that Merek Shaffer took two verbal statements of Shailey Tripp and one written statement from her. Since Homeland Security has failed to produce any documents regarding any statements taken of David Chaney, it is unclear if any investigation has been done regarding the allegations of Shailey Tripp that Todd Palin introduced her to Sarah Palin’s Secret Service agent, David Chaney, for the purpose of providing sexual services. Of particular interest, that report states:
Standards of conduct for Secret Service Agents provide …
“ employees shall not engage in criminal, infamous, dishonest, immoral or notoriously disgraceful conduct or other conduct prejudicial to the United States Government.
Further the agency’s standards of conduct state that the absence of a specific published poicy covering an act that brings discredit to an employee or USSS does not mean the act is condoned, is permissible, or would not call for and result in corrective or disciplinary action. USSS employees are expected to adhere to these standards both on and off duty.”
The report further explains:
“In addition,… sexual behavior is a factor when the behavior may subject the individual to coercion, exploitation, or duress, or reflects lack of judgment or discretion.”
The type of investigation performed in the Colombia prostitution matter included polygraph examinations of the agents involved ( see pg 8). Those examinations included questions regarding (see pg 9):
1. Discussion of any misconduct that took place
2. Identification of any other employees who solicited prostitutes
3. Disclosure of any sensitive information
4. Identification of any agency equipment that might have been compromised
5. Personnel were asked to describe their familiarity with standards of conduct
Mark Sullivan, the Director of the Secret Service, who has since resigned, wrote a letter of Dec. 26, 2012 acknowledging his opportunity to comment on the report. (Appendix B of the report, Pg. 17)
The most revealing portion of the report came from the last page, which appears to be a standard, boilerplate, statement that is attached to any reports issued by Office of Inspector General who is part of the Office of Homeland Security. The Inspector General directs people to a web site, http://www.oig.dhs.gov to report fraud, abuse, or any kind of criminal activity relative to the Department of Homeland Security.
If you access that web site, there is available a “Reading Room” for information available pursuant to FOIA requests which pertain to the Secret Service. The following is information regarding complaints that relate to the Secret Service that are available to the Public. The following is a sampling of information of complaints received pertaining to the Secret Service. I apologize for the voluminous nature of the reports, but this is a sampling of the entries that I perceived may relate to a “culture of corruption”, that according to Mark Sullivan, didn’t exist before the Colombia scandal. These summaries are incomplete as a result of information redacted, but there is enough left, that you can reach a clear conclusion about the “Culture of Corruption” within the Secret Service.

summoned to the club by the manager after SA

federal law by charging 40 for a lap dance and 25 for

If I remember correctly, there may be around 3,000 SS agents. They are not a large organization. Pretty scary when you do the math on that one.
The problem you are going to run into with getting any kind of response from the Gov, is this is not just a criminal investigation, but it involves high profile people. With that being said, the Gov would have to indict alot of their own people. This would lead to Congressional investigations, which would lead to certain politicians being involved in trying to cover up criminal activity. This would include the current administration which seems to be letting Caribou Barbie and Racing Pimp Todd Palin to run wild because it keeps the Republican party in check. The current political agenda does allow for collateral damage to people like Shailey Tripp and all the others that Todd Palin and his punks ended up hurting. It is the same with our family, that is why my son Shawn is still sitting in jail in Alaska tonight. All of the agencies involved know about the cover up but no one is doing anything about it. The needs of the powerful definitly outweigh the rights of any American citizen nowadays. Welcome to the 21st Century USA. We have been dealing with it for 4 years now. And yes, you can suffer in hell while you are still on earth!

Thanks, and I assure you that I try to be responsive and diligent in reporting all the information I receive, but I am only one person, and have commitments beyond the blog. Also, it is important to my reporting of information that I verify the authenticity of what I get, and occasionally there is information that is so voluminous that it could dominate the discussion for a month or more!

Alan -It’s not credit that I’m seeking, it’s exposure to a wider story that intersects this story on many different angles. I have tried repeatedly to bring this information to the forefront, I’ve attempted contact with Malia and have had very limited success.
The story that I’m trying to bring forward goes far beyond sexual services, it involves a potential murder and rape of a young female soldier, and a cover up of those crimes. If the allegations are true then APD personnel may have been involved in the cover up.
I have a lot of information and background on this, and so far my attempts to bring these allegations to light have been in vain.

Murder and rape are serious allegations, and although they may be true, I certainly can’t prove that. If you are in Alaska, you have a better chance than I do of uncovering more information to prove this.

This is a national security issue of the highest order.
